Supporting new housing supply in Guelph

Over the past two years, changes to City policies and processes have enabled more than 22,900 potential new homes in Guelph.

In 2025, the City continued to update policies, introduce new grants and financing tools, and invest in infrastructure to support additional housing.

Key actions include:

  • Allowing taller buildings in key growth areas through the Stone Road and Edinburgh Road Community Planning Permit System
  • Upgrading infrastructure to support population growth
  • Introducing financing tools, such as the Municipal Service and Financing Agreement, to support large-scale development
  • Using City-owned land to support affordable housing, including sites at 14 Edinburgh Road and at Normandy Drive and Eastview Road
  • Providing funding to not-for-profits, homeowners, and builders through programs such as the Affordable Housing Seed Funding Grant, Community Improvement Plan grants, and the Multi-Unit Housing Accelerator Grant

Supporting housing development also requires coordinated investment in infrastructure, including water, wastewater, roads, and community facilities. Planning and investing early in these systems ensures the City can accommodate growth and maintain quality of life.

This work is supported by funding from provincial and federal partners. In 2025, this included:

  • $3.69 million through the provincial Building Faster Fund
  • $9.41 million through the federal Canada Community-Building Fund
  • The second of four installments from the $21.4 million federal Housing Accelerator Fund

Together, these actions are helping to improve housing supply and support a growing community.
